Zelenskyy Claims Russia's Leader Sought Talks After Tomahawk Discussions

Ukraine's leader Volodymyr Zelenskyy declared during his trip to the US capital that Vladimir Putin's decision to seek negotiations with Donald Trump signals Moscow is on the defensive. He remarked, "It's evident that Russia is rushing to restart dialogue as soon as it hears about Tomahawks." These remarks referred to recent comments about supplying long-range missiles to Ukraine.

Diplomatic Moves and Global Responses

A former US state department official, Dan Fried, observed, "Putin is trying to disrupt the progress toward greater pressure on Russia." He added, "The outcome will become clear on Friday, but the likelihood of achieving a truce by pressuring Moscow to engage sincerely appear to have diminished."

The development came after Trump had recently been hardening his language toward Moscow until the recent call with Putin, which the Russian government described as "extremely frank and constructive."

EU Fuel Restrictions and Market Effects

EU authorities have established a requirement for energy suppliers into the European Union to prove their fuels are not made from Russian oil, according to a official guideline released on recently. This measure is included in the EU's upcoming prohibition on purchases of fuels made from Russian crude, which forms part of its 18th restrictive measures against Moscow over its military actions in the region.

Financial experts noted that investment activity appeared to be considering the possible reduction of India's imports of Russian crude. Several Indian refiners are preparing to cut purchases from Russia, with expectations of a gradual decrease, as reported by sources familiar with the matter.

"This is a favorable turn for the crude oil price as it would remove a big buyer of Russian oil," commented Tony Sycamore, adding that crude values were steady on Thursday.

Security Situation and Infrastructure Strikes

A large-scale Moscow's drone and missile attack hit energy infrastructure in eastern Ukraine on Thursday, causing outages in multiple areas. Ukrainian officials stated that Russian forces launched numerous of unmanned vehicles and dozens of missiles, along with glide bombs.

"This autumn, the Russians use every single day to strike at our power facilities," declared Volodymyr Zelenskyy, noting that strikes affected the areas of northern Ukraine, Kharkiv, central Ukraine, Sumy and Vinnytsia.

Global Political Responses

Ukraine's envoy to Washington, the Ukrainian ambassador, asserted that Moscow showed its true attitude to negotiations through the "terror" of such strikes. "Russia yet again chose missiles over talks, turning this attack into a direct setback to ongoing peace efforts," Stefanishyna commented.

At the same time, the EU's top diplomat, the bloc's representative, stated that the European Union had little option but to build up anti-drone defences against Russian threats. She revealed a "plan" to prepare for possible conflict by the end of the decade, featuring a new defensive network to be fully operational by the 2027 deadline.

The proposed system, dubbed the "EU defensive program," is projected to begin working in its first phase by the 2026 timeline and be completely operational by the end of 2027. EU authorities hopes to secure the backing of EU leaders at a meeting in the coming days.
