AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog

AI assistants are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democratic processes just eight days before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The four chatbots tested by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog explained in a report published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the stances of these political entities, the report pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The vice-chair of the AP, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and hard to confirm.”

Voting Background and Party Dynamics

Netherlands citizens vote on 29 October in an election that will be closely watched across the continent for the showing of the PVV.

The right-leaning group of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors still undecided.

Every significant political faction have rejected a coalition with the PVV, meaning the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the manner in which AI assistants function.
